Beyond Paradise 1: Two Investment Pathways for the Post-Grandfathering Era

Active JCE deployment with a 3% senior secured yield, or protective escrow until EB-5 reauthorization. How the two Beyond Paradise 1 structures compare, and why filing before November 30, 2026 matters.

Beyond Paradise 1 is a rural EB-5 project with both I-956F and I-526E approvals, which gives prospective investors two layers of validation from USCIS (see our note on the 7-month I-526E approval). The project is in Kona, a sought-after destination on the Big Island of Hawaii. It also includes an immigration withdrawal option that lets you exit the investment safely once you have met the current 2-year sustainment period.

The September 30 grandfathering deadline has passed, and the outlook is politically uncertain. To shield new capital from that uncertainty, our NCE Manager has set up two different ways to deploy your investment. Each one weighs how hard your capital works against how much regulatory risk it carries, so you can pick the structure that fits your financial comfort and risk tolerance.

Act Before November 30, 2026, to Avoid the USCIS Filing Fee Increase

If you file your I-526E petition before November 30, 2026, you submit before the scheduled USCIS filing fee increase takes effect. Filing now avoids the higher costs and secures your priority slot. To give investors more flexibility before this deadline, Beyond Paradise 1 still accepts Self-Directed IRAs (SDIRAs) and partial funding. You can start your application now and arrange the rest of your capital afterwards.

Choice 1: Active JCE Deployment with Enhanced Yield

Best for investors who care about yield and want their capital working right away: it speeds up construction and reduces the cost of capital sitting idle.

  • Senior secured protection: Your capital sits in a senior collateralized position. That is far safer than the riskier positions common in other capital stacks.
  • 3% yield: From this senior position, the JCE pays 3% annual interest, distributed quarterly. That is well above comparable EB-5 investments on the market.
  • Sustainment clock starts immediately: Because your capital goes straight into the JCE, your mandatory 2-year sustainment period starts right away. That brings forward the point at which your principal can be repaid.
  • Defined exit: If the program lapses, the NCE manager is contractually required to return your full principal within 3 months of your withdrawal filing.
  • Faster job creation: Capital goes into construction immediately and creates permanent jobs ahead of schedule. Those jobs protect your permanent green card at the I-829 stage.

Choice 2: Protective Escrow Holding with Baseline Return

Best for risk-averse investors whose one non-negotiable priority is preserving their capital and keeping it out of the development until reauthorization.

  • Funds kept separate: Your funds stay in a segregated project escrow account. They are released to the JCE only after continuation of the EB-5 program is officially enacted.
  • Baseline return: While your capital is in escrow, it earns a steady 0.25% interest rate.
  • Immediate return if you withdraw: If the program lapses and you decide to withdraw, your capital is returned as soon as you file for withdrawal. You don't have to wait for the developer to replace your capital or sell assets.
  • Locked in before the price increase: You can still file your I-526E before November 30, 2026, and secure your priority slot under the current rules before the fee increase.

Why Invest in Beyond Paradise 1?

  • Priority USCIS processing: As a verified Rural TEA project, your petition qualifies for priority government processing.
  • Under construction, jobs created: The project is already under construction, and eligible EB-5 jobs have already been created. That significantly reduces immigration timeline risk.
  • Regional center track record: The project is sponsored by the Hawaii Economic Investment Center (HEIC). HEIC is run by a long-established regional center group with a strong record of project approvals and successful EB-5 capital repayments.
  • Flexible funding: Self-Directed IRAs (SDIRAs) work with this project, and partial or installment funding lets you file sooner.
  • Fiduciary oversight: Beyond International Group oversees investor capital to institutional standards and keeps it in senior secured positions.
