The EB-5 Reform and Integrity Act created a narrow window of protection: petitions filed before September 30, 2026 are grandfathered under current law, even if the Regional Center program is not reauthorized. But meeting that deadline is only half the equation. Prior to joining KLD LLP, Phuong served as in-house counsel for a large Southern California EB-5 Regional Center, where he managed over $500 million in EB-5 financing. He serves on the National EB-5 Committee for the American Immigration Lawyers Association (AILA) and is fluent in English and Vietnamese.
