TL;DR

Mid-tier-backlog countries (Vietnam, Brazil, Mexico, Korea, Taiwan, Pakistan, Hong Kong) face shorter Unreserved waits than India or China but still benefit from filing Rural Reserved for fastest processing.

Outside India and China, most countries are currently either fully current on Unreserved EB-5 or face waits measured in months rather than years. Rural Reserved is current for all of them — and combined with priority adjudication, it remains the fastest route to a conditional GC.

  • Vietnam — historically faced a moderate Unreserved backlog. Rural Reserved is current in 2026. Concurrent filing available for in-US applicants.
  • Brazil, Mexico, Argentina, Colombia — Rest of World category in the Visa Bulletin, generally current. Strong commercial interest from Latin American investors in TEA projects with bilingual support.
  • Korea, Taiwan, Hong Kong, Singapore — current for both Unreserved and Reserved categories in 2026.
  • Pakistan — Rest of World, generally current. Concurrent filing available for the growing population of Pakistan-born tech workers on US work visas.
  • Source of funds nuances: each country has its own FX control regime (Vietnam, Brazil, Argentina have specific restrictions on cross-border transfers). Plan documentation accordingly.
  • Why Rural still matters even when Unreserved is current: priority adjudication on Rural Reserved is materially faster than the standard Unreserved adjudication queue. "Current but slow" is not the same as "current and fast."
